Can we legally put screws on our neighbors fence to hold up a tarp to keep his dogs from barking?

These little dogs are constantly looking through the slats on his vinyl fence and when the see us or our dogs they start yapping. I'm thinking if we hang a tarp it may (hopefully) eliminate it. The fence is directly on the property line 1/2 and 1/2; however he is the one who had it installed. Is it legal to screw the tarp onto the fence?
