What do people see in small dogs?

I'm not trying to make anyone upset here, but I am wondering what people see in tiny dogs that yap and bark incessantly? I have a larger dog that gets excited and will bark from time to time, but I feel that we have to put up with annoying yappy dogs that belong to our neighbors. Can you train a little dog to shut up, and people are just too lazy?
